Early in the Enterprise crew's mission, Captain Kirk is ordered to return to the planet Modala, a world he first explored under Captain Pike's command, to see if the world is finally ready for membership in the United Federation of Planets. The situation has changed quite a bit, as one faction of the planet has somehow taken over with the assistance of alien weapons. A young, inexperienced Ensign Chekhov must prove himself at Kirk's side during a time of upheaval and revolution. When the pair go missing, Spock and McCoy have to rescue them - all without violating the Prime Directive.
