Free Tom and Jerry comic when you buy selected "Tom and Jerry War of the Whiskers" games (make sure it has that "Free Tom and Jerry Collectable DC Comic Book Inside!" box in the upper left hand corner).
I couldn't find a scan for the comic book proper, but it looks exactly as shown, except the video game company, ESRB rating, and "Free ... comic book inside!" are removed, and a blue box, under the word "whiskers" is there saying "Presents: a special free collector's edition comic!"
In the comic, Tom finds a dog suit and starts creating havoc.
