After Dr. Zorn has gotten off for his previous crimes when his victims refuse to testify, he has setup in a high rise apartment for the wealthy. There the Phantom Stranger tries to ward off Dr. Z's dabbling in voodoo. Dr. Zorn uses this new skill to terrorize the local security guard for the building.
