Well known champion of the disadvantaged, Debbie Manton, has been kidnapped by Bugsy Cathart, who she witnessed killing one of his competitors in the hijacking business. Cathart has put a ransom on the girl's head for her safety, and the Batman takes a very personal crusade to see the girl returned to her family safely.
