With people acting like animals in the streets of Metropolis, Superman pursues a meteor that transports him to Earth C where animals live like humans. He goes to the United Species of America where he meets Roger Rabbit (later Rodney Rabbit), the bunny bound to become Captain Carrot. Together, they stop a bunch of animals that have reverted to their savage states, and Cap finds out that there are five other heroes out there like him.
