While waiting in first step prison Luse and Jace meet the wild man Chowmba. Cleah also explains they're there because of Luse's killing of a high council member and Jace is being considered an accomplice. Mogre-Ur and Cleah both hint that Luse and Jace should escape and Chowmba joins them.
