In Grass Town, Lucky Luke meets Dean Smith, a rich breeder who has lost his head and believes he is the Emperor of the United States. With his fortune, Smith even has raised an army. The inhabitants of Grass Town see him harmless and are amused playing the game that they believe him. The bandit Buck Ritchie meets Smith and convinces him to take over the town.
