As Hayato Ichimonji becomes the second Kamen Rider, he visits his home town near the sea but it seems strange than ever. The people rejects him and he sees flying group of stingrays in the air, now battles the evil Shocker-Made-MonsterMan from the dark ocean. Crab MonsterMan and Missiles armed Shark Robots will pull Kamen Rider into the sea they are comfortable to fight in.
