It turns out the Champions of Earth really are a bunch of crooks! And they have a sleazy manager who knows all about it, but he doesn't care as long as the money keeps rolling in and no one finds out.
As if that isn't bad enough, it looks like Captain Galaxy and The Crimson Phantom really were framed, but no one will listen. So what will they do? Rot away in prison or break out and become criminals in their own city?
