Set after the "Cataclysm" that put Gotham on the course that turned it into a "No Man's Land," Bullock and the rest of Gotham's Finest must foil the strange new killer called the Widow-Whacker. When the crimelord Black Mask offers Bullock the killer's true identity in return for the cop's helping to eliminate Black Mask's underworld competition, Harvey plays both ends against the middle, leading even Batman to question his innocence and putting Harvey in deadly danger from both Black Mask and the Widow-Whacker.
